This German study investigates the effectiveness of CO2 and energy prices in helping the industrial sector achieve climate protection goals. Using the macroeconometric model PANTA RHEI, various scenarios for industrial energy consumption and emissions are simulated under different price assumptions and elasticities. The findings indicate that relying solely on current or even significantly increased CO2 prices is insufficient to meet sector targets, largely due to strong path dependencies within the industry. Achieving these goals necessitates substantial improvements in energy efficiency and the substitution of energy sources, supported by targeted political measures and initial investments in carbon-free technologies.
