The Clear Sky Tampa Bay project, led by the Tampa Bay Regional Planning Council and published in June 2024, developed a toolkit and resources to enhance community resilience through the deployment of solar photovoltaic (PV) systems combined with battery energy storage (solar + storage) at critical facilities. This initiative addresses the vulnerability of essential services during power outages caused by natural disasters, aiming to provide an alternative to diesel generators. The toolkit includes a Decision Support Template with five modules to guide local governments in prioritizing sites for solar + storage investments, supported by four case studies from Florida communities. The project was funded by the U.S. Department of Energy and administered by NREL under Contract No. DE-AC36-08GO28308.
