This initiative addresses the challenge of poorly cataloged and inaccessible NEPA litigation data, which hinders systematic analysis and modernization of permitting processes. PermitTEC v0.1 is integrated with NEPATEC v2.0, a corpus of over 140,000 NEPA documents across 60,000 projects, using three LLM-driven matching approaches. Of the 761 cases, 223 (29.3%) were successfully linked to unique NEPA projects, with 98.2% of these linked projects being Environmental Impact Statements. The corpus covers litigation from the 1970s to 2025, and notably, 341 (44.8%) of NEPA challenges in the dataset still lack a corresponding NEPATEC project entry.
