Summary

This document is an appendix to California's 2022 Scoping Plan, detailing the analytical framework and results for evaluating various greenhouse gas (GHG) emission reduction measures as mandated by AB 197. The core challenge is to inform policy design by quantifying the GHG and criteria pollutant reductions, as well as the cost-effectiveness, of different climate actions and scenarios.
