Summary

South Korea faces a challenge where despite continuous expansion of national R&D investment since the 1970s, economic growth has shown a long-term downward trend, necessitating in-depth analysis of R&D performance to overcome economic crises and advance the national innovation system. In response, a national R&D performance analysis framework was developed and applied, structured with two axes: outcome types (scientific/technological, economic/industrial, social/cultural) and outcome manifestation stages (generation, diffusion/linkage, system/ecosystem). The analysis revealed that while domestic technological system and ecosystem outcomes are comparable to or higher than leading nations, scientific achievements generally lag, and despite quantitative improvements in R&D, qualitative stagnation persists, positioning Korea at the final stage of transitioning from a follower to a leader nation.
