Summary

The UK's Department for Work and Pensions (DWP) is facing a challenge with a significant number of former tax credit customers not migrating to Universal Credit (UC) after receiving Migration Notices. To address this, the DWP commissioned Ipsos UK to conduct extensive research, combining quantitative surveys and qualitative interviews, to understand the barriers and reasons for non-claiming. This research is completed and provides critical insights that will inform ongoing communication strategies and support development for the continued managed migration to UC.
