Summary

Japan faces a delay in digitalization across public and private sectors, necessitating comprehensive structural reforms, including regulations and administrative processes, for citizens and businesses to fully realize the benefits. The Digital Extraordinary Administrative Research Council, led by the Prime Minister, was established to comprehensively address cross-cutting issues in digital, regulatory, and administrative reforms. It aims to review analog regulations based on "Digital Principles for Structural Reform," develop technology maps and catalogs, and establish a process for confirming new legislation's compliance with digital principles. An action plan for reviewing approximately 10,000 analog regulations by June 2024 has been formulated, with a comprehensive review bill slated for submission to the 2023 Diet session, and JPY 4.51 billion allocated for technology map development. These initiatives are currently in progress.
