Summary

South Korea faces weakening regional competitiveness and solidifying disparities in science and technology (S&T) innovation capacity across its regions. To address this, the Korea Institute of S&T Planning and Evaluation (KISTEP) has annually conducted the Regional Composite S&T Innovation Index (R-COSTII) evaluation since 2009, assessing the innovation capacities of 17 major cities and provinces. The 2022 evaluation revealed that Gyeonggi, Seoul, and Daejeon consistently lead in S&T innovation, while significant gaps persist with other regions.
