Proactive Regulatory Approaches to Electrification and Load Growth Workshop Report

Summary

Traditional utility and regulatory practices are insufficient to manage growing electricity demand from electrification across transportation, industrial, and building sectors, posing significant risks and costs to customers. A workshop was held in July 2024, with its report published in January 2025, to identify proactive regulatory approaches, policies, and mechanisms to accelerate beneficial electrification and address load growth while minimizing these risks. The initiative is currently in progress, having identified key challenges in planning, forecasting, prudence review, and the role of distributed energy resources, and proposing near-term and long-term solutions for further development.
