This paper diagnoses the legal and institutional framework for university technology commercialization and proposes improvements, including revising laws on research outcome ownership, promoting startups from public research institutions, offering tax benefits for technology holding companies, and granting universities more autonomy in using technology startup investment funds. These legislative activities are currently in progress, with specific bills proposed in late 2024.
