Final Technical Report (FTR) - Inclusive Shared Solar Initiative
Summary
The Inclusive Shared Solar Initiative (ISSI), active from March 2020 to October 2024, provided financial and technical assistance to Minnesota, Wisconsin, and the District of Columbia to develop community solar projects accessible to low- and moderate-income (LMI) households. The initiative successfully launched four new shared solar projects, including a 2 MW system and a 5 MW system in Wisconsin, and one project in Minnesota which became operational in spring 2023. ISSI also catalyzed policy changes, such as Minnesota's allowance of LIHEAP funds for community solar subscriptions in 2020, and informed federal guidance from DOE, HHS (June 2023), and HUD (2022) to enhance LMI access and protections. The project addressed the challenge that LMI community solar represented only 2% of the market in December 2022, contributing to the National Community Solar Partnership's goal of powering five million households by 2025 and generating $1 billion in energy savings.
