Summary

South Korea faces persistent social problems and low public satisfaction with government R&D efforts, partly due to a lack of strategic orientation in current R&D planning despite increasing budgets. This paper proposes a mission-oriented R&D process design for social problem-solving, which includes clear problem understanding, multi-stakeholder governance, and a feedback system. The proposed four-step framework was empirically applied to cybercrime as a case study, suggesting its applicability and highlighting the importance of clear problem definition and integrated policy elements for effective implementation, recommending initial application to small-scale social problems.
