TERMS OF REFERENCE Development of a knowledge product on sustainable energy use in public buildings for local and regional governments

Summary

ICLEI's RENEW-SEA project identified a challenge where local and regional governments in Indonesia and Malaysia need enhanced capacity and guidance to implement sustainable energy solutions in public buildings, particularly the "positive energy building" concept. To address this, ICLEI is commissioning the development of a practical knowledge product that will serve as a guide for these governments. This initiative is currently in the planning stage, with bids for consultancy due in February 2026.
