Conventional methods for evaluating policy instruments are limited in capturing non-linear, interconnected causal consequences and social dynamics, making it difficult to assess their complex impacts. The PoliMod project, commissioned by the German Environment Agency, explored the feasibility and application of qualitative and quantitative system modeling approaches to more comprehensively evaluate the complex social effects of policy instruments. This completed study concludes that these advanced methods can provide deeper insights into potential impacts and unintended side effects, offering a more robust basis for policy advice.
