Summary

This final report from the German Environment Agency (UBA) addresses the increasing challenges faced by municipalities in integrating climate change adaptation, disaster risk management, and critical infrastructure resilience. The project developed design options and identified coordinative requirements for municipal actors, based on conceptual frameworks, document analysis, expert interviews, and a workshop. Completed in June 2025, the report concludes that clear legal regulations are needed to anchor critical infrastructure protection in municipal climate adaptation concepts, recommending stronger integration of resilience principles, inter-municipal cooperation, and the establishment of uniform standards for climate risk analyses.
