Summary

South Korea aims to transition its national R&D strategy from "fast-follower" to "first-mover" to foster disruptive innovation, but despite over a decade of government efforts, researchers still face significant burdens related to project failure and audits, hindering fundamental change. This paper analyzes 6 key policies and 12 relevant laws from 2012-2024 using a new-institutionalism framework to understand the path dependence of past policy ideas and institutional changes. The initiative to strengthen innovative and challenging R&D is ongoing, with recent milestones including the establishment of a council and the deliberation of a systematization plan in March 2024, but the actual transformation in research culture and practice is still in progress and faces resistance.
