MRV options for inclusion of Energy from Waste plants and Waste Incinerators within the UK ETS

Summary

The UK Department for Energy Security & Net Zero aims to develop an accurate Monitoring, Reporting, and Verification (MRV) system for including Energy from Waste (EfW) and other waste incineration plants in the UK Emissions Trading Scheme (UK ETS). This system needs to precisely distinguish between fossil and biogenic carbon dioxide emissions. This report evaluates various MRV methods and provides recommendations based on stakeholder input to address this challenge, with implementation anticipated from 2026. The policy development is currently in progress, building on the findings and recommendations of this study.
