Summary

Japan's ports face challenges including declining international competitiveness, the urgent need for greenhouse gas emission reduction, and maintaining functionality during pandemics and frequent natural disasters. To address these, an amendment to the Port Act was enacted, promoting port decarbonization (known as Carbon Neutral Ports), strengthening port function maintenance during emergencies, and improving the efficiency and quality of port management and use. This new framework includes targets for hydrogen and ammonia handling, and increasing the adoption of low-carbon cargo handling machinery, with various support systems being introduced to facilitate these initiatives.
