GROUND-UP, NATIONAL IMPACT: Making Town Hall COPs nationally relevant climate action

Summary

This document outlines the Town Hall COP initiative, a global effort by ICLEI to bridge local climate action with national and international climate processes. The core challenge is to ensure community-led climate efforts are nationally relevant and can influence higher-level policy. Launched on Earth Day 2025, the initiative provides a toolkit for communities to host bottom-up climate forums, with over 70 Town Hall COPs already registered across more than 40 countries. It is currently in progress, demonstrating initial success in generating local data and fostering multi-level collaboration ahead of COP30.
