Aviation is responsible for approximately 2.5% of global CO2 emissions, but sustainable aviation fuels (SAFs) currently constitute only about 0.1% of aviation fuel consumption. This report proposes policy incentives and changes to the reporting and claiming framework to boost SAF adoption within the EU Emissions Trading System (EU ETS). The recommended approach is a mass balance system combined with a national book-and-claim system to ensure integrity and manage costs.
